Higher Ground is an independent and boutique style HOA management firm, founded on a drive to be distinctively different.  

We understand community associations are made up of people just like us, working hard for their families and finding themselves in a Board Member position.  Challenged with trying to fulfill their fiduciary responsibilities on the Board,  we  help by offering the highest quality service and advice, at the most competitive price.

Homeowner Associations

Our services include, but are not limited to:


FINANCIAL MANAGEMENT

  • Prepare and submit Association's financial reconciliation with full financial report on a monthly basis.
  • Prepare and maintain books and records necessary to produce Financial Statements in accordance with generally accepted accounting principles.
  • Receive, review and approve vendor invoices and other bills for timely payment.
  • Collect all assessments as they become due and payable, and deposit all cash receipts in the Client’s bank accounts, daily, maintained at an FDIC insured banking institution.
  • Maintain a record of homeowners dues and receipts, and provide the Client with a monthly delinquency listing.  We will send monthly past due notices as well as notices of default, and record liens against delinquent homeowners.
  • Assist/advise the Client in the preparation of the annual operating budget in accordance with California Civil Code.
  • Prepare a mailing to owners of the Board approved budget in accordance with California Civil Code. Assist and advise in the Annual Disclosures mailing, in accordance with Civil Code.
  • Assist the Client’s legal counsel, as necessary, to initiate required legal action consistent with the Association’s By-Laws, Covenants, Conditions and Restrictions.

PROPERTY MANAGEMENT

  • Perform regular site inspections in order to maintain a satisfactory knowledge of the condition of the property and performance of the Client’s contractors. 
  • Assist the Client in a competitive bidding process for non-emergency services, and provide input in selection of contractors and in developing contract specifications.
  • Obtain relevant certificates of insurance including workers compensation and general liability insurance from each contractor to protect the Association
  • Oversee and direct contractors providing recurring services and monitor specific contractor performance to ensure compliance with contract specifications.
  • Receive service requests for repairs or maintenance of property and report service requests to client.
  • Arrange for prompt response to emergency service requests.
  • Advise Client of major problems or trends in maintenance service requests as they occur.
  • Provide after hours emergency service phone number 24 hours per day, 7 days a week handled by an experienced property manager available to address and promptly respond to all emergency calls.

ADMINISTRATIVE MANAGEMENT

  • Receive and investigate complaints regarding rule violations, and report all such violations to Client for appropriate follow up.
  • Assist and advise the Client in the preparation of general correspondence between residents, owners, contractors, etc. Maintain a file of all Client correspondence received or issued.
  • Assist the Client in procurement of insurance coverage, as well as the processing of insurance claims.
  • Assist the Client in coordinating general membership meetings including the Annual Meeting.
  • Where requested by Client we will attend and provide input for any Board and/or operating committee meeting.

Transitioning to Higher Ground

Simpler than you think....

Higher Ground Management looks at a Transitioning two fold. We believe in doing it effectively and efficiently. We understand it is a process and can be looked at as being painful. But we have a transition process set in place that allows your community to sit back and let us do the work.

Whether you are moving from a self-managed community, the Developer, or another management company, Higher Ground Management is the place for you. We offer a smooth and timely transition.

Our IT department has the latest and most unique technology that stores all your documents, past and present. In the transition we will build a portal inside our website (also can be used via app on your mobile phone),  that allows you to view all your documents regarding your community and allows access to all your accounts, contractor bids, budget and anything else that will allow you to make sound decisions for your community. We will provide you with a username and password that allows you inside your communities documents, which will in turn answer the question every homeowner wants answered, “where is my money?”

If you are transferring from another management company we will coordinate with the previous management company for record pickup, review the community documents and customize collections. We will also send out the welcome package to all homeowners and begin managing your community effectively and efficiently with our HOA Transition Checklist.

  • Setting up bank accounts and reserve accounts
  • Review of insurance policies to insure proper and current coverage
  • Ensure compliance with existing covenants, as well as County laws regarding amenities and proper signage
  • Training of Board members to serve the community, provide training material for volunteers, establish committees to the Board and represent the community at the transition
  • Work with the declarant or the Board to enforce Covenants, Conditions and Restrictions, Incorporate By-Laws, and provide resolutions on behalf of the Association as part of the consultation to the Board
  • Review and maintain records of all architectural modifications. Provide approval or denial based on a review of the community documents. 
  • Provide responses to owners regarding their requests
